The 2006 American Mineralogist article by Gnos, E. and Armbuster, T.: Relationship among metamorphic grade, vesuvianite "rod polytypism", and vesuvianite composition; v. 91 p 862-870 says these are Wiluite instead of Vesuvianite. It appears that many of the contact metamorphic Vesuvianite contain substantial B and may be Wiluite. I have not seen any analyses for the Fushan Vesuvianite but they may be Wiluite as well as they are of contact metamorphic origin. Wiluite appears to be temperature dependent because the N'Chwaning Manganvesuvianite do not contain B in the structure, despite growing in a boron-rich environment with many other boron phases.

Do you have a link to that paper? Nevertheless one would have to know how many vacancies are in that position, B alone would not distinguish the two. Likely RAMAN would tell them apart.
