From a lead-zinc mine close to Chenzhou, Hunan Province, China.
Xls to 4 mm, my guess is wulfenite, what else might it be?

Wulfenite. (Stolzite is much less probable).

John Dagenais has a nice specimen of near half cm sized tetragonal plates from Tsumeb with an amusing label. It has oscillated between Wulfenite and stolzite several times. Currently John says it is stolzite (he may have probed it?). Still Uwe is right, wulfenite is far more likely.

There is only one Chinese stolzite locality listed here on Mindat. That suggests, but does not require, your specimen is probably wulfenite.

Also, Chenzhou is a prefecture, so 'close to Chenzhou' encompasses a huge amount of territory.

I think I saw these "wulfenite?" from Xianghualing mine,LinWu co.,ChenZhou city,HuNan province,China. I just took some photos, but its a pity that I ignore them because so small crystals. Local people call it "Ca-Mo Ore". Also some minerals dealer in ChenZhou has these material, and the exact site is near the Gibbsite site in Xianghualing mine area. Hope I can find my previous photo later.
