Techniques for Collectorsused lapidary equipment

I got a bunch of rusted out (some not as bad as others) lapidary equipment from a friend. One piece i'm not sure what it is called… looks like buffing wheels but also has water feed thing on top. can anybody tell what it is called so I can look up how to put it back together?!

That machine is a Diamond Demon made by Crystallite I believe :)

Whatever it's called, it almost looks like it's cobbled together rather than the original thigamajig (maybe that's the term...).
