Are they the same?

No they are not the same, Rana is the name of a communicipality in Nordland (with well nown localities in Norway as Altermark talc mine, etc...), while Råna is a place in the Ballangen communicipality in Nordland where a Ni/olivine-mine where active until a couple of years ago.
