I would say that the appearance of this specimen can be traced back to a beautiful manganite rather than to an undefined manganese oxide, and also the specimen https://www.mindat.org/Q0D-3K0 should be aligned with what is written in the respective captions.

I belive it's a very recent discovery and this mineral should be added to the list of minerals present in this locality.

The description states "manganite", so I'm not sure why the uploader didn't add manganite to the locality mineral list before posting the photo.

Maybe just clicked the wrong mineral in the list when uploading--"manganese oxides" and "manganite" must be close if not adjacent in the list.
