I don't think that they consider this to be a true scepter.

A "real" sceptre is a secondary growth on an existing crystal. Here, it looks like the quartz crystaks were growing together / in competion with an other mineral, probably calcite, that got dissolved away later on, leaving the thin stems of the earliest formed quartz.

Erik is correct, probably was calcite or maybe fluorite because of the etched look of the quartz,,, but not real "sceptre quartz".
