A flour mill once stood in this area and the water-wheel from the mill has been placed by the road in a picnic area.

The Phoenix flour mill was opened in 1878, replacing a prior flax mill which had been destroyed by a flood in 1870. The mill building was removed in 1905, leaving the waterwheel. This was removed in 2011, and placed in storage awaiting restoration. At the time of writing (February 2018), the restored wheel is in the process of being returned, with landscaping, car park, decking, walkways, and interpretive signage going in.

Opposite on the other side of the road is the quarry that was used by the Borough Council for the dog pound, hence the name. The quarry was originally used to extract rock for the Oamaru breakwater. It is assumed the work on the waterwheel across the road, will not effect the old quarry, but is likely to see increased visitor numbers to the area.

The rock from the quarry that was used for filling on the harbour breakwater consisted of red-weathering calcareous massive to coarsely current-bedded tuff, coarse crystal lithic tuff, scoria, basaltic breccia and agglomerate.

This quarry was not known for its crystal forms until recent years and up until then was well-known for its green and brown opalite.

Aragonite is found as sprays of clear to white needles in siderite lined vugs, also clear tabular crystals. Calcite as rhombs on limonite coated siderite, also the crystals attached to bladed aragonite. Siderite as the most common species at the site, pale yellow, greenish, blue-black, saddle and disc shaped crystals, some iridescent, high quality specimens found in the early days. Sphalaerosiderite as hollow spheres, pale earthy yellow to iridescent blue-black to browns.
