Improving Mindat.orgLocality Merging Bug?

I have been working on updating and improving several mining districts in Utah, however I have been having issues when trying to merge localities. For some reason, even after copying the exact locality string (alternate names included) and pasting it into the locality to be merged, then submitting it, and clearing the cache, the localities still will not merge. I am beginning to wonder if this is a bug, or there is something else I am missing when performing locality merges. 

For example, I just tried to merge these two localities, yet they are still two separate pages, and even show up as separate localities on the map:

Please recheck to ensure correct

I note that a lot of the text is in caps. This should be changed to sentence case.
Refs not in accord with mindat guidelines and ideally should be corrected as we update localities.

Thank you Keith, I wasn't aware they needed to be approved. As for the description sentences being in caps, what I have been doing is waiting to finish an areas locality coordinates and then going through the descriptions to do final edits. I have been doing this to avoid writing things twice just to have it merged. I will just do that now as I go along editing. The sentences in caps are residual from the original addition of the locality.

Merging is not an automatic procedure, it requires a manager to carry it out for you.
