Generalproblems with the site

Just wondering if it would be possible to create some way to let people know when the site is "'down or in maintenance mode officially with a message that could be displayed when users access the website during these times as there are many times I spend a long time trying to get onto the site not knowing if there is a problem with my computer or with the site itself??

We have been posting a message to the forum when there is planned downtime to the server. This probably only occurs once every year or so. Most of the rest of the time the site is slow is due to bugs.
