This new locality should be made non-hierarchical, as the mining concession is located in 2 separate parishes: the parish of Covas do Barroso, Boticas county ( https://www.mindat.org/loc-261052.html ), and the parish of Canedo, Ribeira de Pena county ( https://www.mindat.org/loc-261301.html ).

Luís, is there any reason why you created this mine under the municipality of Ribeira de Pena? Since this new concession extends over two different municipalities, I think it would be simpler to create it under the district of Vila Real, with the specific details mentioned in the description of the new locality -  for this purpose, it's enough to edit the locality and the changes can be made easily.

Hi Rui.
I've created the locality under Ribeira de Pena because the concession belongs to the council/municipality. In a similar manner, it belongs in the Boticas one.
Given that we have a locality spanning between administrative borders, my suggestion is to make it non-hierarchical, as this would fit well the purpose of such type of locality.
I think filing it under Vila Real only, a much broader geographical entity, constitutes an unnecessary loss of information, given we do have the database tools to avoid it. This way, someone looking at the localities of each of those councils would not miss easily the Canedo-Covas mine.
