The Shisakajima smelter was operated for the Besshi Copper Mine.

The Belshi copper mine previously shipped its ore to the Niihama Smelter on the coast, but this smelter was producing pollution that had harmful effects on crops in the surrounding area. The management of the mine (Sumitomo company) then relocated the smelter to Ieno Island (one of the Shisakajima Islands and this smelter began operation in 1905.
